Navigational Scatters were created to provide a rally challenge without the burden of staying on time. We track your progress using the MiRally transponders. Your course is converted to driving distance via GPS and Google Maps\, and this distance is how you will be scored. \n\n\n\nThe rally will be mainly in Wabasha County\, home of the Grumpy Old Men movies. It’s too bad the event isn’t in February when you could attend the Grumpy Old Men Festival. The National Eagle Center is also in Wabasha. \n\n\n\nThere are several locations to visit. Plot the shortest route that takes you to the specified number of them. Although a map has been provided\, you may also use any device you want to aid you\, including online mapping. Google Maps is helpful but does not always give the shortest route. The route between the points offers many options. \n\n\n\nYour team will have three hours and 20 minutes from the time you check in until the time you check in at the endpoint. This includes some extra time in case you make mistakes along the way. Your score is the total miles from start to end. \n\n\n\nThere is a 30-mile penalty for each waypoint you miss that is less than the specified number. So\, if we say you must go through 15 of 20\, you are penalized for only doing 14.  \n\n\n\nRegistration is $40 per vehicle\, and a Weekend Membership is available if neither crew member is an SCCA member. Speeds will be brisk. \n\n\n\nAlong the way\, you will pass through Elmwood (the UFO capital of WI)\, which will be celebrating UFO days. The usual Coulee Classic roads\, such as Center Creek\, Mike Varanick\, and McDonough\, provide great regularities. This year\, you also get to run the Waumandee Hill Climb course. \n\n\n\nLunch is at the Silvermoon near Alma WI. Honoring the long history of stage rallies in the area\, this event sends you down some of the same stage roads used by John Buffum\, Rod Millen\, and Doug Shepherd in the Group B era. Battle the terrain and your own endurance as you drive toward the sunrise. \n\n\n\nWe have secured a recce exemption from ARA for Ojibwe Forests Rally competitors. \n\n\n\nEach car must include two people: a Driver and a Navigator. No other passengers are allowed. A special release is required if your Navigator is a minor (under 18 years of age). No special equipment is required. We recommend you download the Rabbit Rally 2.0 app to use our interactive digital roadbook and GPS timing for the most fun. You do NOT need to do an odometer calibration for G (GPS) Class\, but one will be available if you choose to do so. Rabbit Rally 2.0 offers an interactive digital roadbook and does all calculations so that you always know if you are on time. Time Allowances are now integrated directly into Rabbit for easier operation. \n\n\n\nScoring is done via independent GPS boxes mounted on your windows. \n\n\n\nRabbit Rally Info \n\n\n\nThe rally will start from the Super 8 in Park Rapids\, MN\, with the first car out at 1131PM\, and end at the Great Northern Cafe\, ±6.5 hours and 193 miles later.Entry fee $75 per car\, plus $20 Weekend Membership for non-SCCA members \n\n\n\nA note on road conditions and vehicle choice—Forest roads can be rough and unpredictable\, but we have found these roads to be generally smooth and without obstructions. Since this rally is run in remote forests at night\, we do recommend equipping your vehicle with ample forward lighting and a recovery point on the front and rear of the vehicle. By late March the roads could be dry\, mud\, snow or any combination. Be prepared. \n\n\n\nSunset at 7:32 PM so part of the Minnesota Valley Winter Rally will be at night but mostly daylight. External night lighting will not be required but it would’t hurt on older cars\, interior lights will be very useful.  \n\n\n\nWe advise bringing winter gear (boots\, hat\, gloves\, etc) and a blanket in case you have car trouble. A small shovel or two would be a good idea if it is still snowy. \n\n\n\nPhilosophy  \n\n\n\nThis event will not have nearly as many timing points (TP) as others we have done. We have located the TP at traditional locations used when we had to have humans work. We have thrown in a few extra at places we always wanted to put one as well. The first section we are calling the prairie stage. It’s one long stage of about 25 miles with no links. The terrain is rather flat with the interest coming via many 90 degree turns followed by a TP. From there we head down to the Minnesota River starting with the famous Salisbury Hill control before ending the first part in Henderson where you can exchange stories at the Shell station. \n\n\n\nFrom there we follow the traditional course through the tributary valleys. After a brief run up the Minnesota River Scenic Byway before one last stage before ending at Sticks. \n\n\n\nMVWR uses the MiRally GPS timing and scoring system. The advantage being contestants get to use the Rabbit Rally Digital Roadbook and rally computer on their smartphone and or tablet. The course traverses the Valleys flowing into the Mississippi River\, taking advantage of the elevation changes and natural twisty roads in the valleys.  \n\n\n\nOnly two people are allowed in the car. If your navigator is a minor a special release is required.  \n\n\n\nNo special equipment is required. A smart phone with built in GPS will make it a lot easier and more fun. A free app is available from your favorite app store. The app not only provides the timing but also provides a digital roadbook similar to the one used at Dakar in 2021 and 2022. The app also does all calculations for you so that you always know if you are on time.  \n\n\n\nFor those without a smartphone or their own navigation systems we have SmartControl devices to do the timing. \n\n\n\nWe suggest you use the Rabbit Rally app to run this event.
